The championship was held by sports sections under the Leningrad Regional Council of Trade Unions (LOSPS) and the Leningrad Regional Council of Physical Culture (LOSFC) as a single championship — the highest group (this season called the "first group") played the championship of Leningrad, all other groups — the championship of LOSPS.
